Equestrian WA Calls for Proposals for State Equestrian Centre Infrastructure Upgrade Business Case

Equestrian WA (EWA) is excited to announce an opportunity for experienced consultants to submit proposals for developing a comprehensive business case for the State Equestrian Centre (SEC) Infrastructure Upgrade. This vital project will shape the future of equestrian sports in Western Australia, ensuring the SEC remains a premier venue for elite-level competition and training events. 

EWA would like to thank the WA State Government through the Department of Local Government, Sports and Cultural Industries for their support in funding this business case.

About the State Equestrian Centre
The SEC, located 35 minutes from the Perth CBD in the picturesque Swan Valley region, spans 66 hectares of prime sporting land along the serene Swan River. It is the sole facility capable of accommodating a range of equestrian disciplines on one site, making it a vital asset for equestrian sports in Western Australia.

The SEC is home to Equestrian WA, the Pony Club Association of WA State Office and the Riding Develops Abilities Brigadoon Group. In addition to the equestrian facilities, the SEC offers a relaxing and picturesque venue for conferences, meetings, and training for corporate groups. 

The Need for Upgrades
Despite its popularity and importance, the SEC is at a critical juncture in its life cycle, requiring significant infrastructure improvements to meet current standards and address major maintenance needs and adapt to environmental changes. 

Scope of Work
The successful consultant will undertake the following tasks, including but not limited to:

  • Develop a business case for the State Equestrian Centre (SEC), as per the WA Government Strategic Asset Management Framework (SAMF) Business Case Guidelines.
  • Define service delivery and business objectives consistent with DLGSC, EWA and State Government service delivery objectives and policies with specific reference to the State Sporting Facilities Plan (2019). Conduct a detailed assessment of the current SEC infrastructure, including facilities for various equestrian disciplines, stabling, arenas, and amenities.
  • Assess the provision of equestrian facilities.
  • Engage with stakeholders, including EWA, the City of Swan, government agencies, equestrian associations, and user groups, to gather input and ensure alignment with strategic objectives.
  • Prepare a detailed options analysis which considers the cost and benefit.
  • Investigate, analyse, and prepare concept plans, diagrams which outline user group functional requirements.
  • Conduct a Gap Analysis and Risk Assessment.

Submission Requirements
Interested consultants are required to submit:

  • A completed fee estimate form identifying the proposed hours, personnel, and costs for each relevant task.
  • A capability statement including CVs of the proposed personnel, their availability, and experience in similar projects.
  • Fee estimates for sub-consultants (provisional sum), including the proposed architectural team, cost management team, time planner team, and any other critical sub-contractors.
